2 cups dried uncooked elbow macaroni
3 tablespoons butter
3 tablespoons all-purpose flour
2 cups half and half or milk
1 cup chicken broth
1 can condensed cheddar cheese soup
1/2 teaspoon ground mustard
1/2 teaspoon garlic powder
1/2 teaspoon onion powder or 1 medium onion chopped
1/2 teaspoon salt
1 1/2 cups shredded sharp cheddar cheese
