Loaded Baked Potato Soup

INGREDIENTS
1 tablespoon olive oil
1 medium onion, minced
1 clove garlic, minced
5 large potatoes, washed and cubed
2 15-ounce cans chicken broth
½ cup water
1 teaspoon dried parsley flakes
1 teaspoon salt
½ teaspoon pepper
3 tablespoons butter
3 tablespoons flour
1½ cups milk (I used 2%)
1 cup shredded cheddar cheese
1 cup sour cream
optional garnish: additional cheddar cheese, green onion, bacon
