Italian fried rice balls (Arancini)

INGREDIENTS
1 ½ cups short grain cooked Rice
2 medium sized Baked Russet Potatoes, mashed
3 eggs
1/3 cup butter, melted
1/3 cup grated Parmesan cheese
1/3 cup grated Romano cheese
3 cloves fresh garlic, minced
3 tablespoons Italian parsley, minced
1 teaspoon Italian seasoning
Salt and Pepper to taste
2 tablespoons Fresh Basil leaves, finely chopped
Filling:
3 lbs ground chuck or 80/20 ground beef
1 Large onion, finely chopped
½ teaspoon ground all-spice
Salt and Black Pepper to taste
1 teaspoon red pepper flakes, (or less according to taste)
