Instant Pot Okra and Tomatoes

INGREDIENTS
4 slices of bacon, (cut crosswise into ¼-inch strips, OR 2 tablespoons olive oil)
½ medium onion, (diced)
4 cloves garlic, (smashed and peeled)
1 jalapeño, (stem and seeds removed, chopped)
4 medium tomatoes, (skin, seeds, and stems removed, diced (see note))
2 tablespoons apple cider vinegar
2 teaspoons salt
1 teaspoon ground black pepper
½ teaspoon cayenne ((optional))
1½ pounds okra, (sliced into ½-inch thick coins)
