Hearty Vegetable Stew (Vegan) (Slow Cooker Option)

INGREDIENTS
1 large yellow onion, chopped
3 cloves garlic, chopped
3 medium carrots, ( 2 cups) peeled and sliced
1 small rutabaga, (1 and 1/2 to 2 cups) peeled and chopped into bite size pieces, (approximately 1 inch cubes) -see notes*
5 medium red potatoes, (about 5 - 6 cups) peeled and chopped into bite size pieces, (approximately 1 inch cubes)
1/2 lb (227 grams) sliced mushrooms, white or cremini
2 and 1/2 tablespoons Better Than Bouillon Vegetarian No beef Soup Base, there is also an organic variety available but I have not tried it.
3 tablespoons tomato paste
2 tablespoons fresh rosemary, finely chopped
1/2 teaspoon onion powder
1/2 teaspoon granulated garlic
1/4 teaspoon of pepper
1/4 teaspoon celery salt
1/2 cup beer
1/2 cup red wine
3 cups water
