Harissa: A Condiment For the Clutch

INGREDIENTS
4 oz dried chiles (from mildest to hottest, a combination of ancho, pasilla, guajillo, chipotle)
1.5 tsp coriander seeds
1 tsp cumin seeds
1 tsp caraway seeds
1 red bell pepper
2 garlic cloves, chopped
2 tbsp olive oil, plus extra for topping
1 squeeze lemon juice
0 salt, to taste
1 pinch cayenne pepper (optional, depending on the heat of the dried chiles)
