3 green onions, thinly sliced and divided (lights and greens)
3 cloves garlic, chopped
1 tablespoon gochujang (Korean chili paste)
1/2 tablespoon gochugaru (Korean chili powder)
1 cup heavy/whipping cream
1/2 cup parmigiano reggiano (parmesan), grated
