gluten free pavlova with strawberries and cream

4 egg whites (at room temperature)
1 cup superfine sugar ((see note))
1 teaspoon vinegar
2 teaspoons cornstarch
1/2 teaspoon pure vanilla extract
1 pound strawberries, hulled, halved and sliced (about 2 cups)
1 tablespoon sugar
1 cup cold heavy cream
1 tablespoon superfine sugar
1 teaspoon vanilla
