Ghost Cupcakes - Salt & Baker

INGREDIENTS
1 3/4 cups cake flour
1 1/4 cup granulated sugar
2/3 cup black cocoa powder
3/4 teaspoon baking soda
1/2 teaspoon salt
1/2 cup vegetable oil
1/2 cup sour cream (I used full fat sour cream)
1/2 cup buttermilk (at room temperature )
1 large egg
2 teaspoons vanilla extract
1/2 teaspoon white vinegar
black gel food coloring (optional)
2 1/2 cups heavy cream (cold, plus more if needed (see directions))
1/2 cup powdered sugar
3.4 oz white chocolate INSTANT pudding (just the dry mix! )
1/4 teaspoon vanilla extract
mini chocolate chips
regular sized chocolate chips
