3 tablespoons butter
2 tablespoons flour
3 cups water
2 cups whole milk
1 12-ounce can evaporated milk
1 pound dry elbow macaroni
1/4 teaspoon dry mustard
1/8 teaspoon cayenne pepper
1 and 1/4 teaspoon kosher salt
1/2 teaspoon garlic powder
8 ounces American or Velveeta cheese
3-4 cups sharp cheddar cheese (about 18 ounces), shredded
additional 1/2 cup milk, as needed
