1/3 cup all-purpose flour
4 cups whole milk, plus more, if needed
2 teaspoons kosher salt
1/2 teaspoon ground black pepper
1/4 teaspoon cayenne pepper
1 teaspoon smoked paprika
1 teaspoon dry mustard powder (you can also substitute yellow mustard)
1 pound extra sharp cheddar cheese, grated (or use an equivalent mix of cheeses) (16 ounces)
1 cup freshly grated Parmesan
