Down-Home Mac and Cheese

INGREDIENTS
Kosher salt
¾ c unsalted butter, plus 3 tablespoons
5 tbsp all-purpose flour
2 tsp ground black pepper, plus 1 1⁄2 tablespoons
2 tsp garlic salt, plus 1 1⁄2 tablespoons
½ tsp mustard powder
¼ tsp cayenne pepper
1 ½ c whole milk
¾ c half-and-half
2 ¼ c shredded extra-sharp cheddar cheese
2 c shredded medium-sharp cheddar cheese
1 ½ c shredded Monterey Jack cheese
1 lb small elbow macaroni
