2In medium bowl,combine flour,brown sugar and sugar. Cut butter into flour mixture using pastry blender or two knives until mixture crumbles. Stir in pecans.Reserve 1 1/2 cups crumb mixture; press remaining crumb mixture in bottom and halfway up sides of 15 1/2x10 1/2x1-inch baking pan. Spoon mincemeat over crust.
In another bowl,combine pumpkin,milk,eggs,cinnamom,allspice and salt; mix until well blended. Pour mixture over mincemeat. Top with reserved crumb mixture.
Bake 15 minutes. Reduce oven temperature to 350; bake an additional 40 minutes or until golden brown around edges. Cool in pan.Cut into bars and serve warm or room temperature. Store in refrigerator
