Grease 9x9 pan, beat sugar and shortening with spoon until fluffy. Beat in egg and vanilla, add dry ingredients. Stir in oatmeal and chopped nuts. Remove 1 cup mixture for top layer, press rest in pan.
Combine chips, butter, mild and salt in saucepan. Cook stirring over low heat until chips and butter are melted. Remove from heat and stir in nuts and vanilla. Spread over oatmeal layer and sprinkle with remainder of oatmeal mixture. Bake 25 minutes @ 350 until surface is lightly browned.
