Preheat oven to 350F. In a small bowl, combine flour, baking powder, baking soda, salt and cinnamon; set aside.
In a large bowl, combine shortening and brown sugar; beat until creamy. Add egg and beat well.
In a measuring cup, combine water and coffee powder. Alternately blend flour mixture with dissolved coffee into butter mixture. Stir in butterscotch chips and pecans. Spread into a greased and floured 9 by 13 pan.
Bake at 350F for 30-35 minutes. Cool completely. Sprinkle with powdered sugar. Cut into squares.
