1Preheat oven 350. Grease 9x13 cake pan.
2In a bowl add flour, sugars, cocoa, baking powder and salt; stir. Add 3/4 cup of the softened butter; with a pastry blender mix until it makes crumbs.
3Add eggs, 1/4 tsp mint extract to the crumb mixture; stir until combined.
4Scoop batter into prepared pan. Bake 25 minutes; test with toothpick for doneness.
5In a saucepan over low heat add 1/2 cup butter and chocolate chips; stir and melt. Once melted add condensed milk and remaining mint extract; stir until smooth.
6Remove cake from oven; pour melted chocolate mixture evenly over top of cake. Let the cake cool completely. Once cooled, cut into squares. Keep refrigerated.
