1Preheat oven to 350^.
Sift together the first 3 ingredients in a large bowl . Set aside.
In a large mixer bowl; beat together the butter, brown sugar, and granulated sugar until light and fluffy. Add dry instant pudding, then dry jell-O, mixing well. Add eggs and orange extract, mixing until well blended. Slowly add flour mixture, mixing well.
Using a standard ice cream scoop(2 oz.) , or rounded Tablespoonful;drop dough onto an un-greased cookie sheet.
For 2 oz. cookies, bake at 350^ for 16-18 minutes. For rounded Tablespoon- size cookies, bake 12-14 minutes.Cool on sheet one minute, then transfer cookies to wire rack to cool.
