1In a food processor, combine flour, sugar and cocoa. Add butter, and continue until mixture resembles coarse crumbs. Press firmly into a greased 9x13 inch pan. Bake at 350 degrees for 10 minutes.
2While crust is baking, combine milk, vanilla and 1 cup of chocolate chips in a medium saucepan. Heat, stirring constantly, until mixture is smooth.
3Remove crust from the oven, and pour chocolate mixture over the crust. Sprinkle with nuts, coconut, toffee bits and remaining chocolate chips. Press down firmly, and bake for another 15 to 20 minutes.
