- 1/4 cup water
- 1 1/2 cups evaporated milk
- 1/4 cup butter

Step 1Combine the sugar, cocoa and water in a sauce pan to make a paste. Add the milk and butter and cook over medium heat until it reaches a slow boil. Continue boiling for 6 minutes and remove from heat.
