3/4 cup water

2 tbsp. red wine vinegar (I just used regular vinegar)

1 tbsp. lime juice
•
1 tsp. ground cumin
•
1 tsp. chili powder
•
1/2 tsp. cayenne pepper
•
1/2 tsp. pepper
•
1/2 tsp. salt
•
1/2 tsp. garlic powder
