1/2 cup chopped fresh basil leaves plus extra for garnish
3 garlic cloves finely chopped
1/2 teaspoon salt
1/4 teaspoon black pepper
4 tablespoons unsalted butter
1/4 cup all-purpose flour
4 cups whole milk, warmed
1 teaspoon salt
large pinch nutmeg
zest of 1 lemon
