1/2 teaspoon salt

1 3/4 tsp baking powder

1/2 teaspoon baking soda

3/4 cup mini chocolate chips
•
1- 3.4 oz vanilla instant pudding mix
•
2 cups cold heavy cream
•
2/3 cup powdered sugar
•
1 teaspoon vanilla extract
•
scant 3/4 teaspoon mint extract
•
3-4 drops blue food coloring (I used liquid food coloring, gel should be fine too)
•
1/2 cup mini chocolate chips
•
freshly whipped cream (optional, for topping)
