2 medium-size white potatoes, peeled and cut into ¼-inch cubes
1/2 cup all-purpose flour
4 cups bottled clam juice, divided
1 pound chopped fresh clam meat, with juices (see Note)
Kosher salt to taste
3 cups light cream
1 teaspoon white pepper
