Cinnamon Streusel-Topped Baked Oatmeal

INGREDIENTS
½ cup quick cooking oats 
⅓ cup coconut sugar (may sub brown sugar)
1 teaspoon ground cinnamon
3 tablespoons cold butter, cut into small pieces (may sub dairy-free butter)
2 ¾ cups quick cooking oats or regular rolled oats
1 ½ tablespoons chia seeds
1 teaspoon baking powder
1 teaspoon ground cinnamon
¼ teaspoon fine salt
¼ cup pure maple syrup
1 ripe banana, mashed (½ cup) or ½ cup applesauce 
2 large eggs
2 cups milk of choice
2 tablespoons butter or coconut oil, melted
1 teaspoon pure vanilla extract
2-3 tablespoons coconut butter, melted
½ cup powdered sugar 
1 tablespoon milk of choice
 ½ teaspoon vanilla extract
