1 teaspoon baking powder

1 1/2 tablespoons sugar
•
1/2 cup heavy cream +2 tablespoons
•
1 egg
•
1/2 teaspoon vanilla extract

1/2 cup mini chocolate chips
•
1/2 cup powdered sugar
•
1 tablespoon warm water
