1/2 cup chopped green sweet pepper;
4 cloves garlic, minced;
2 tablespoons snipped fresh basil or 2 teaspoons dried basil, crushed; 1tablespoon snipped fresh parsley or 1 teaspoon dried parsley, crushed;
1/4 teaspoon ground black pepper;
1/8 teaspoon salt
;6 cups water
;2 tablespoons chicken bouillon granules;
1 pound potatoes, cut into 1-inch pieces (about 2-3/4 cups);
1/2 cup quick-cooking barley
