4 cups water (or as needed)
2 bay leaves
1 tsp. salt (or to taste)
1 tsp. pepper (or to taste)
1 tsp. turmeric powder (optional)
1/3 cup chopped parsley
2 tbsp. water
2 tbsp. all-purpose flour
