1/2 teaspoon  baking soda
1/2 teaspoon  salt
1/4 teaspoon  freshly ground pepper
1/2 cup  shredded extra-sharp cheddar cheese
2 tablespoons  cold butter, cut into 1/2-inch cubes
3/4 cup  reduced-fat sour cream
1/4 cup  finely chopped fresh chives
1 tablespoon  honey (optional)
3-5 tablespoons  low-fat milk
