Beat oil and sugar in large bowl until well mixed. Add eggs and pumpkin and beat well. Sift flour, baking powder, baking soda, salt and pumpkin pie spice into a bowl and mix well. Add orange and lemon zests and toss to mix. Stir into pumpkin mixture. Pour batter into greased muffin cups. Bake at 350 for 20 to 25 minutes until muffins test done. Makes 12 muffins.
