Better Than Takeout Shrimp Chow Mein

1 tablespoon hoisin sauce
1 tablespoon soy sauce
1 teaspoon sesame oil
1 teaspoon brown sugar or honey, optional
1/8 teaspoon white pepper
10-12 ounces chow mein, yakisoba, or egg noodles
2 tablespoons peanut or vegetable oil, divided
1 pound medium shrimp, peeled and deveined
1/2 white onion, thinly sliced
1 cup carrots, julienned
1/2 cup bell pepper (red or green), thinly sliced
3-4 cloves garlic, minced
1 teaspoon fresh ginger, grated
1 cup shredded cabbage
1/2 cup bean sprouts, optional
2 green onion tops, sliced for garnish
