1 (18.25 oz) package Devil’s food cake mix (and the eggs, oil and water it calls for)

1/2 can (14 oz) Sweetened Condensed milk
•
1/2 cup Caramel Sauce
•
1/4 cup Chocolate Syrup
•
1 (8 ounce) container Cool-Whip, thawed
•
3 Chocolate covered Toffee candy bars ( I used Skors) OR Chopped Snickers Candy Bars
