Beef and Barley Soup (Instant Pot, Crock Pot or Stove Top)

INGREDIENTS
1 tsp olive oil
2 pounds stewing beef, cut into small pieces (about 1/2 inch each) and seasoned with salt and pepper
1 small onion, chopped
4 large carrots, peeled and chopped
3 stalks celery, chopped
1 tsp garlic, minced
2 (14.5 oz) cans diced tomatoes
8 C water
8 tsp beef bullion granules
2 Tb Worcestershire sauce
1 1/2 tsp liquid smoke
2 bay leaves
1 1/2 tsp thyme
1 1/2 tsp parsley
1 1/2 tsp salt
1/4 tsp pepper
1 C pearl barley
