3 large egg whites, at room temperature

1/4 tsp cream of tartar

For the frosting:
•
1-1/2 cups sugar
•
1/3 cup all-purpose flour
•
1-1/2 cups whole milk
•
1/3 cup heavy cream
•
3 sticks unsalted butter, softened, and cut into small pieces
•
1 tsp pure vanilla extract
•
3 Tbsp good honey
