2 cups milk
2 bay leaves
3 tbsp butter (salted or unsalted)
2 1/2 tbsp all-purpose flour
1/2 tsp ground black pepper
1/2 tsp salt
8 ounces (about 3 cups) sharp white cheddar cheese, shredded
32 Wonton Wrappers
1/2 cup thinly sliced scallions (green onions) - use the white and light green parts only
