2Combine cream cheese and salsa, spread in the bottom of a 9 inch pie plate. Sprinkle with 1/2 cup of cheese. Spread chili beans over shredded cheese. Top with remaining shredded cheese and sliced green onions.
3Bake 15-20 minutes until mixture is thoroughly heated and cheese is melted. Serve with tortilla cheese. (I usually add a little more cheese)
