From what I researched, it looks like Teeline shorthand. The symbol that looks like a plus sign is shorthand for “add” milk. Teeline shorthand was taught to journalism majors in the UK. I could be wrong, but from reading the symbols, it spells “add”

I would think it is 1 1/2 sticks of butter, but I have no idea bout the milk.
