Cook macaroni as directed on package. Drain and set aside in a bowl. Combine celery, red onion, olives, sweet jalapeno relish, sweet pickle relish. Add these ingredients to the macaroni.
Stir together mayo, mustard, sugar, apple cider vinegar, sour cream with chives, salt, black pepper, and Louisiana Remoulade Dressing. Mix well. Pour the dressing over the macaroni and stir well. Chill macaroni salad for 4 hours to let seasonings develop in the salad. You can make this ahead and serve the next day.
