Combine water, juice, cranberries, cinnamon, cloves and orange peel. Bring to a boil, simmer 5 minutes. Strain and discard solids. Return to pot. Add tea, sugar, and frozen orange juice and lemonade concentrate. Cook and stir until sugar dissolves.
Serve in mugs with extra sticks of cinnamon and slices of oranges. Add a shot of Grand Marnier, cinnamon schnapps, or brandy if desired.
