Cook potatoes in boiling water until tender. Drain; reserve 1 cup of the liquid and put potatoes aside for later. Melt butter in a saucepan over medium heat. Add onion; cook, stirring, until tender. Stir in flour; season with red and black pepper. Add ham and the rest of the ingredients and simmer in the pot with you cooked potatoes in for about 15 minutes. Place in bowls and top with shredded cheese, parsley or chives. Enjoy!
