Preheat oven to 400 F degrees. Cook potatoes until fork tender. Remove skins. Process garlic cloves through a garlic press and add to potatoes.
Mash in a medium bowl and add cream cheese and milk. Scoop into a 9x13 pan, spreading potato mixture evenly. Sprinkle with Parmesan cheese and parsley over the top. Bake until top begins to brown (about 40 minutes).
