Preheat oven to 400 degrees. Cook macaroni according to package instructions. Drain, rinse, and drain again, set aside. Heat soup, milk, and 1-1/2 cups of cheese over low heat. When cheese is melted, stir in parsley.
Combine with cooked macaroni. Pour all into a 2 quart casserole dish. In a bowl, mix corn flakes with the remaining cheese. Sprinkle over macaroni.
Bake uncovered in oven for about 20 minutes.
