To make dressing, mix the oil, white wine vinegar, toasted sesame oil, soy sauce, lemon juice, ketchup, salt, grated ginger, sugar and ground pepper in a food processor or blender. Cover and process til well blended. Set aside.
In large bowl, toss together the lettuce, broccoli florets, mushrooms, celery, carrot and bell pepper. Drizzle dressing over the salad and toss well to coat. Spoon salad onto 4 plates; sprinkle with chow mein noodles and serve.
