DirectionsChop cabbage into bite size pieces and place in the bottom of 13x9 casserole.Brown meat, drain and add salt, pepper, garlic, and onion. Sprinkle in uncooked rice. Place meat mixture over cabbage and cover with the sauerkraut, tomato sauce, and water.Bake uncovered at 350 for 20 minutes. Cover & continue baking for another hour or until rice is tender.
