Place chicken in a pot of boiling water and cook about 10 minutes. Remove chicken and set aside.
Add oil to pan and saute ginger, garlic, and green onions. Add chicken to pan.
Add remaining ingredients except cornstarch and water. Simmer until thickened and chicken is completely done. Remove chicken with slotted spoon. Combine cornstarch and water. Add to sauce and cook to thicken. Serve over chicken
