Whisk together all marinade ingredients & mix in chicken. Let soak for an hour.
Dredge marinated chicken in flour mixture. Heat some oil in skillet to 360 degrees & fry chicken til crisp & brown.
Make sauce-coat bottom of skillet with oil & saute garlic & ginger. Whisk remaining sauce ingredients together & pour into skillet. Simmer, stirring, until thickened. Add chicken & toss to coat. Serve over rice & top with scallions.
