In medium saucepan heat olive oil over medium heat. Add garlic, red pepper,basil, cook 1 minute. Add lemon peel, tomatoes, and sugar, breaking up tomatoes. simmer 20 minutes. Remove from heat. Stir in remaining ingredients. Remove lemon peel and set vinaigrette aside.
Place chicken between 2 sheets of waxed paper; pound to 1/4"-1/2". In large skillet heat olive oil and butter over medium heat. Add half chicken. Cook 3 minutes each side. Keep warm in 200 degree oven. Cook remaining chicken in same manner. Remove and keep warm. Add tomato vinaigrette to skillet, heat one minute stirring constantly. Pour over chicken.
