Rub beef with two packs of the taco seasoning. Place in slow cooker, add one more pack of taco seasoning and cover with water. Cook on low overnight (at least 6-8 hrs.)
Remove beef from slow cooker, shred, add last pack of taco seasoning and about 1/2 cup of cooking water to the shredded beef.
Place one ounce of cheese and one ounce of beef on tortilla and roll up. Either bake at 350 degrees for 5-7 minutes or freeze and cook some other time.
