Cook meat in a dutch oven, do not brown. Skim grease. Add water and bay leaves. Simmer for 30 minutes. Remove bay leaves.
Continue simmering for 1-2 hours. Skim grease. Add remaining spices, cover and simmer 30 minutes longer.
Combine flour and corn meal. Mix in enough water to make a thin paste. Stir into chili and raise heat to a boil. Cook to desired thickness. You can add more corn meal if chili is too thin, add water if chili is too thick. Enjoy!
If you so choose you can serve with tortillas or chips, garnish with chopped onion, grated cheese, jalapeno and sour cream. Make Frito pie to go: Open a small bag of Fritos. Add cheese and onions and other toppings as you desire, eat with fork right out of the bag! YUMMY!!
