In a skillet, cook beef, onion and garlic pepper over medium heat until meat is no longer pink, drain.
In a greased 13x9x2 baking dish, layer beef mixture, beans, and hash browns. In a bowl, combine soup, milk, and water. Pour over hash browns. Sprinkle with onions and cheese. Bake, uncovered, at 350* for 35 minutes or until browned.
