IN a medium bowl, mix together flour, salt, pepper and garlic. Add beef and coat each cube and remove from bowl.
Heat oil to med-hi in a large heavy pot, add beef and brown on all sides. Add onions, garlic, mushrooms, broth; bring to a boil. Cover and simmer 30 minutes, or until beef is tender.
Mix sour cream and flour together and add to the pot. Stir well and continue to cook 15 minutes or until desired thickness. Serve over hot noodles.
